Changed side of the 'Close Tab' button. Added the 'Suggestion Tab' concept. Defined the behavior of the tabs.

We're planning to add a hidden option to move the GtkNotebook to the left or right of the web view, so that would be a starting point for this. Not sure whether we'll be exposing this as an option in the UI, though.
