Allow disabling of Overview for new tab page

In 3.4, there was a dconf flag to allow setting the homepage. While the overview is really great, I would really like to disable its use on a few installations, and instead just have a blank page for a new-tab, or similar, and using a homepage for a new window. It would be great to add some options, either in the UI or via. dconf, to disable the overview, and possibly set a homepage to use instead for a new window.
I can imagine this would be useful in a lockdown scenario...
*poke* any chance for this for 3.10 ?
My 2¢: wondering if this should be inside gnome control center's privacy settings, or epiphany's privacy tab in the preferences dialog?

I don't see this in the schema (or anywhere else) for Web 3.24.2?
OK never mind, it was removed: https://mail.gnome.org/archives/commits-list/2016-December/msg01304.html Unfortunately the comment there "It's a lot simpler to just use homepage-url always for new tabs and windows if present" doesn't actually happen as of 3.24.2. I'll file a new bug.
