I'm using Fedora 24 and Gnome 3.20.2. Does it already make sense to file bugs? When yes, where would be the right place?

Against the application you are using or – if the issue can be reproduced with multiple applications – against Gtk+. Please have a look at this tracker and the one at https://bugzilla.gnome.org/show_bug.cgi?id=757579 to prevent posting a duplicate.
