Why to put https://bugzilla.gnome.org/show_bug.cgi?id=719416 as dependency?

A way to track that initial GStreamer 1.4.0 support was brought in gstreamer-vaapi 0.5.9. Auto-plugging of vaapipostproc is still an open issue though, but re-scheduled for GStreamer 1.6.0. Hopefully, we'd get it right for it.
