Default to the application view sometimes

Currently, we always show the windows view when the overview is activated. This isn't very helpful when no windows are open. It can also be rather underwhelming, with the user being presented with a screen full of nothing. This issue is a particular problem when the shell is used for the very first time, since the lack of immediate launching options does not lead users into the UI. We could default to the application view (1) whenever there are no open windows, or (2) when the overview is used for the first time in a session. (1) comes with the risk that a user does not realise that they have actually closed all their windows. The display of the application view could be confusing in this situation, since it could be contrary to the user's expectations.

This problem might be solved by first showing the empty Windows list, and then "sliding" the Applications list to the left over it. We've lived with the the current behaviour for some time, and we haven't had any movement on this. It might be worth revisiting, but this bug isn't particularly useful. Closing as obsolete.
