Toggle overview/applications view when no windows present

The first thing everyone does when they login is toggle the overview mode to start their applications. It would be convenient if gnome shell started in this mode. This could just be done by having the overview mode toggle when the number of windows open is 0. It may also help in the 'getting started' use case where the new user isn't sure where to launch applications from. User testing shows that users find the total blank of the initial gnome-shell view unsettling as all other OS have some sort of application icons on the initial screen, only if you are a "brave" user do you go exploring for where to launch applications from.
