If there are no existing windows loaded, when user click the activity view, they got lost trying to figure out where are the applications. The applications button style is not obvious that it is a button, and they did not know the search feature.

I suggest showing applications list first if the workspace does not have any windows, and if there windows, show the window list, similar to how Maemo on N900 does it.
