If the tasklist is embedded in a "normal" sized panel (48 pixels high) the
task list buttons change their height depending on how many there are.  For
example, with one window open, the task list button is the full height of
the applet.  These buttons should stay at the same height all the time to
show, for example, how many rows of tasklist buttons I can see.

I agree with this.  I also think having the big task buttons looks
cartoony and unprofessional.

It also makes the panel extremely lame on a verticle panel.

The patch in Bug 155870 (
http://bugzilla.gnome.org/attachment.cgi?id=32784&action=view ) should solve
this problem as well.
