There some demand from users for a pref to allow changing the default image loading policy, e.g. to always (Bug 714554) or never (Bug 782456).

One situation where we can I think we can reasonably default to always load images, regardless of having a pref for it, is if the sender is already in the user's desktop contacts.

Once we have EDS/Folks integration (Bug 714160), we can look at implementing this as well.

Federico: It's as safe as the current whitelisting approach (i.e. not very), just saves users some time and effort.
