Collapsing docked dialog row

lets assume we have two rows (with several dialogs in one row) docked. Now, if we have a very long list or a list of items we need all the time (lets assume a longer list defined with a tag), we could collapse the 2nd row to get more items displayed in the 1st row. Please see attachment for more info.
