when scrollbars are visible, we have 3 options around our image screen: 
quick mask, navigator and a "zoom to window". 

I think the "zoom to window" feature is a bit obsolete and i'd suggest to replace it with an arrow to show/hide manually the dock & the toolbox instead

I wouldn't remove a feature to add a new one - besides, you can have multiple columns of docks and might want to collapse individual ones.
