When press F11 to put rhythmbox in fullscreen/party mode, the tool menu is empty.

As said in bug 710921 (sorry about the duplicate!), this happens not only in fullscreen/party mode, but also in the AppMenu when in normal mode. It clearly has to do with the fact that no plugins activated by default make use of this "Tools" menu.

Matthew Paul Thomas suggested that the "Plugins" menu item could be moved to the end of "Tools" to avoid this problem.

We're doing this for the menu bar we use in Unity right now (see bug #712357).
