Modifier-only shortcuts for layout switching behave different from non-modifier-only shortcuts

In Gnome 3.8, modifier only shortcuts for layout switching behave much like in Gnome 3.6, but non-modifier only shortcuts work better. For instance, when I use Super+space for switching, and OSD (is it called this way?) is shown which shows the list of layouts in a way similar to what appears when you use Alt+Tab. However, the OSD doesn't appear if I use Alt+Shift. As another example, Alt+Shift doesn't work when in overview mode, or in lock screen but Super+Space works in both cases. I wonder why these behave differently but a consistent behavior is expected. Thanks
