When using a modifiers-only layout switching key-combination, no OSD is shown.

I think we should show an OSD here like we do with normal layout switching shortcuts.

Maybe.

Consider that some of those shortcuts are single key like just Caps Lock or just Right Control, how would it behave in that case? Dismiss the popup after a timeout?

Basically an OSD fundamentally requires that the trigger is only done on key release. I'm very wary of modifying the behavior of those shortcuts since a lot of users are quite sensible to the timings, especially fast typists. E.g. the implementation in 3.6 triggers a switch on key release (in most cases) and people have already reported bugs that it should work on key press.
