100% reproducible
1) click on "Music" (or any sublist items) in the left pane
2) drag and drop a file on music
RESULT: nothing
3) drag and drop to videos
RESULT: ok
4) now select videos and do the same thing
RESULT: only drop to music works

This sounds like Bug 563380, so I'm going to mark it as a duplicate.  If I've misunderstood and this is actually a separate issue, feel free to reopen.

Actually that bug report contains lots of issues (drop on playlist, ask to remove source files).
If that bug is "put here everything about drag and drop", yes it's a duplicate :)

Should I copy this scenario to the other bug?

I don't understand your scenario.  You're in Music, and then try to drop a song from Music onto Music?

I think your scenario is already covered there... see Bertrand's comment in Bug 563380 Comment 2.  Even though that bug report looks like a collection of a lot of issues, it's mostly focusing on the one that you mentioned.  Drop on playlist is actually Bug 488350 and removing the source files has been opened as Bug 616725.
