Can't drag URLs from Firefox into a note

I can't seem to drag a URL from Firefox onto a note...the note doesn't make itself available as a drop target. This prevents things like the bugzilla add-in from working. Could be a gtk+ on Windows bug?

Expected results: that the texts or urls inserted to the draged application Does this happen every time? yes
