It would be very helpful to have panning.

Two variants that immediately come to mind are:

1. Dragging with middle mouse button like in GIMP or Inkscape.
2. A panning tool.
3. A GIMP-like thumbnail widget in the low right corner where a vertical and a
horizontal scrollbars meet.

The second and the third ones would probably be preferable, because of cases
where there is no MMB (e.g. touchpads).

first attempt

A first patch to discuss on...

it only enable panning in --view mode with the middle (button2) mouse button. It doesn't change the mouse cursor but it should.

What's the status of this patch and the whole idea?  If nobody is working on it, I may be able to give it a shot...
