Please describe the problem:
A panel hidden using the hide buttons is not hidden when you log out and back in.

Steps to reproduce:
1. Hide panel using hide button
2. Log out
3. Log in


Actual results:
Panel no longer hidden

Expected results:
Panel is hidden

Does this happen every time?
Yes

Other information:
I'm using gnome-panel 2.9.91

Mass changing: milestone 2.12.x => milestone 2.14.x

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.
