Currently, any panel that can be "hidden" is shown (un-hidden) at startup. Many people use panels that slide from the side of the screen, and it can be a pain to hide these every time the system is booted. Either:

1) Have an option in panel properties to have it shown or hidden at startup, or
2) Make it persistent (if it was hidden when Gnome was last closed, hide it when it is started up again, and vice versa).
