If a window has "Always on Visible Workspace" enabled, it can't be minimized by clicking on it's tasklist item. It would appear that the patch commited from http://bugzilla.gnome.org/show_bug.cgi?id=331661 is causing this, as an unpatched version does not display this behaviour.
