Please describe the problem:
When a window is set so it's always visible on the current workspace, clicking
on the window's entry on the panel doesn't minimize the window.  Other windows
behave as normal.

Steps to reproduce:
1. Set a window to "always on visible workspace."
2. Click on window's entry on the panel.
3. Notice that nothing happens.

Actual results:
The window fails to minimize.

Expected results:
The window minimizes.

Does this happen every time?
Yes.
