Please describe the problem:
If you have selected an app to show up on all workspaces, you can no longer
click to minimze the application.

Steps to reproduce:
1. Right click an application, and select "Always on Visible Workspace"
2. Now click the application in the window list, it no longer minimizes
3. Right click the application , and select "Only on This Workspace"
4. Problem is fixed


Actual results:
The app is not minimizing to the panel

Expected results:
It should minimize regardless if it's set to "Always On" or "Only this workspace"

Does this happen every time?
Yes
