Please describe the problem:
When a window is "Always Visible on Workspace" and is visible in the Window List
applet, clicking on that window's instance in the Window List applet does not
cause it to minimize when the window has focus.

Steps to reproduce:
1. Open a window (I'll use gnome-terminal for example)
2. Ensure that the Window List applet is added to a panel.
3. Right click on the gnome-terminal window's title bar and chose "Always
Visible on Workspace"
4. Left click on the gnome-terminal's instance (button?) on the Window List
applet. The first click should ensure that the window has focus. The second
click should minimize the window.


Actual results:
When the window in question has focus, left clicking the appropriate Window List
applet button has no effect on the window's state.

Expected results:
The gnome-terminal (in this example) window would minimize.

Does this happen every time?
Yes.

Other information:
This has been confirmed on #gnome.
