Description of Problem:

I think it'd be really nice if the semi-arbitrary
ordering of the windows/tasks in the task list was
configurable by the user via drag and drop. 
Grouping tasks together as the user sees fit can
help maximize productivity and ease frustration.

I'm tempted to say 'the correct thing to do is to fix the
semi-arbitrariness of it' not order by drag and drop, but this is
usability's call, probably.

This is a dup of at least two other bugs, I think... #37787, and a
more recent one that I added comments to but can't find now :/
