Make _gtk_text_util_append_special_char_menuitems public

While adding IM support to gnumeric it was suggested that we use _gtk_text_util_append_special_char_menuitems. Obviously we can't do that and maintain portability to systems other than linux. 1) Is this the right function to be using 2) If so can it be made public ? http://bugzilla.gnome.org/show_bug.cgi?id=84062
The function needs, at a minimum, a GDestroyNotify for the data. I'm also not very fond of the name, though I don't have a better suggestion offhand. (I sort of wonder whether there will be a more natural way of doing this with the new menu API scheduled for 2.4 -- offhand, I suspect not, but probably deserves a brief look.)

Any word on this ? It would be nice to get this into 2.4
I'd like to have the input method stuff more sorted out before we start exposing more about how the right click menus are exported.
