Please see duplicate Bug 351921 as the proposed solution is suboptimal. This solution is used by Excel and other spreadsheets but is not the best especially for experienced spreadsheet users. Either drag-n-drop or Select then right click on destination and "Move selected rows" would be more optimal until some predictive brain interface is developed.
