Moving rows could be much better. 
1) highlight rows.
2) Drag them.  
   Or click a menu to move.
   Or click where to put them and click "move rows", "paste rows" or "copy rows".

Other information:
As the process stands now I have to:
1) Insert the appropriate number of rows at the destination. E.g. 3.
2) Cut the original rows. 
3) Paste the rows. Uh oh, have to select all 3. Cannot click on just one.
4) Delete the blank rows.
