Drop down tab bar in full screen

When epiphany is in full screen, the tab bar becomes inaccessible. I very much enjoy epiphany's full screen content window, but it would be convenient to be able to change tabs without having to exit full screen first. What I propose is a tab bar that would slide down when the mouse touches the top edge of the screen. This could also be applied to the URL bar, and serve as an indirect solution for bug 730504 (show address bar in full screen, but without the need to use a keyboard shortcut). It's better do this with the mouse than the keyboard for a number of reasons, not the least of which is sheer laziness. In all seriousness, working with a pointer device is easier for accessibility and keyboard shortcuts can be problematic (potential to conflict with DE keyboard shortcuts, users have to remember the key combination, etc). Firefox does this in full screen: the tab, url, and menu bars slide away above the screen and reappear when the mouse touches the top edge of the screen. This allows the user to stay in full screen longer.
I note that bug 742103 is more or less the same proposal as this and has been incorrectly marked as a duplicate of bug 730504. I say incorrectly because the two proposals are for different kinds of interaction, this and 742103 being for pointer device interaction and 730504 for keyboard interaction. I would like to have the proposal for a slide-down top bar from pointer interaction reconsidered.
