pango-1.40.4 release is missing proper content for the pango-view manual page, just like before in some earlier releases, e.g bug 731479.
It would probably be good if distcheck would check for this somehow, so official releases don't get pushed out with accidental help2man tool missing from the release tarball creating machine, which would be simple to fix by somehow getting to know this fact before pushing the tarball out.
However for building from git for development, that seems to be considered an unnecessary dependency, as pango-view/Makefile.am specifically avoids erroring out if it's missing and just outputs instead:

help2man is required to generate this file.

which then gets installed from a release tarball as well if this fact was missed in distcheck.
