Funnily enough, bug #207563 came back with Evolution 3.22.1

Edit some mail, press Escape, Save the draft, then press Escape again... it will keep prompting you repeatedly.

A slightly better description is at bug #775075, thus I'll close this as a duplicate of it (otherwise I would do it the opposite).
