GIMP.app 2.8.18 on MacOS X lacks code signing by an Apple Developer ID Consider signing the MacOS X GIMP.app with an Apple DeveloperID for Gatekeeper verification.
We know. We are not really fond of the idea of paying money in order to distribute our stuff properly. Do you know if Apple sponsors developer IDs for free software?
I searched a little and could not find anything regarding the existence of such a sponsorship. I took on me to send a message through their developer website. Let's see if this gets any luck.
For information, I sent a first message to some Apple service which told me to contact another, which I did. And I never got an answer. I don't think they are really interested in offering a dev ID to a Free Software. Or maybe I am the one not good at asking these kinds of stuff. If others want to try out, be my guest.

Elevating to blocker for a 2.8.22 DMG package.
Maybe offering a gpg .sig for the binary distributions would be a way to increase the security of the downloads without the expense of the Apple certificate.
