My most recent build includes commit 5348eec.

Touching the rulers does not switch the tool from whatever to the move tool.

I marked it as critical, because it is. 20 years of it always "just working". Eek!

I just killed that, fixing many complaints that touching the rulers
*does* switch to the move tool, see bug 668016. That feature is gone,
sorry...

Yeah, I am really sorry also.  I don't even think about it, I just use it.

So, for your consideration, maybe it can be configurable?  I was hoping that I would get the "you are an idiot" answer, complete with the location in Preferences where it could be changed back.  Like the good old days.
