Depending on all the languages used by users on the system, the language specific packages should be automatically installed (after system setup) and after an user with a new language has been added).
Languages which are not used any more by the users on a system should be removed.


E.g. right now, when I set up my system (Fedora) there are no German languages files installed for
* Libre Office
* the German dictionary for all Gnome applications and
* Latex
and I need to install them manually.

Therefore it is difficult to recommend such a system to a inexperienced (not English) user, when additional manual steps (with insight knowledge) are necessary.

I'm pretty sure that Software shouldn't be responsible for doing this - it should probably be a combination of gnome-initial-setup (bug 757121) and gnome-control-center (bug 764650).
