Adding a new file in Nautilus (via right click -> New Document -> ...) which is configured to accept templates from ~/Templates directory should open rename dialog box along with the new file created. 

Also, the view should scroll enough that the new file is in the active view. bug 761721 may have to be fixed first for this.
