A user suggested to add a new command that would repeat any last used command that can be sometimes buried in the menu. Could be rotation to a certain angle or flipping or resizing etc.

Perhaps it would make sense to make this a superset of the currently available "Repeat last" / "Re-show last" which only operates on filters right now. In that case both menu items would have to be moved to the Edit menu, I guess.

Does that include a brush stroke? Or basically actions "not in menus", like resulting from any tool usage? Or reordering layers?
