Reproduce: Always

1. Copy a file
2. File Operations button is starting
3. Click it to open the popover
4. Click somewhere outside the popover

Behavior: The popover is persistent and it won't close
Expected: Clicking outside popover should close it.   
Workaround: Click on File Operation button again.
