Many Photoshop users would much rather have their tools in a single window. Most users of GIMP do not even know this feature exists, and Photoshop users won't consider switching if they don't know this feature exists. 

The solution to this problem is to ask the user which setting they want when they first start GIMP. Alternatively, it could be a check-box in the installer.

Why do you think that GIMP's goal is to get Photoshop users to switch to it?

Because GIMP is directly competing with Photoshop?

Even if it's not for getting Photoshop users, such a feature would be nice, since as I mention, most people do not know this option exists.

Single window mode is now default, we won't add qustions on first startup.
