Rename Settings to System in the top bar

The "Settings" menu in the top bar contains a few settings and some system-related actions and statuses. The documentation team would like to reffer to the menu as the "system menu" as it is clearly not just a settings menu, but that would be confusing to screen reader users as Orca currently reads "Settings menu" (see bug 708080).

The documentation team considered "system status", but the menu contains settings as well as status so that, unfortunately, would be inacurate.
