In order to provide the same experience (and the ones Orca users expect) as Orca + Gecko, we need to create an Orca-controlled caret for WebKitGtk content.

There are still various and sundry text bugs I'm finding in WebKitGtk and fixing them as time permits. In the meantime, changing the summary to reflect the "blocked" status of this bug.
