Can an option be added on the user account configuration page
(http://bugzilla.gnome.org/userprefs.cgi) to allow users to change the
email address used for that account?

I think this is something that we'll get "for free" when we upgrade
bugzilla.  This will be after the bugzilla folks release 2.16,
probably just a bit later than their release, while we try to get one
feature beyond those targeted for their 2.16 release.
