The issue is reproducible on samba shares mounted with an icon on the desktop for representation. Hence, the issue is not contained to CDs/DVDs only.

This is a regression (at least in Ubuntu) going from gnome-session-flashback 3.17.2-2ubuntu1 to 3.18.1-1ubuntu4.

Starting with version 3.28, nautilus will not handle the "files on desktop background" feature. For better alternatives, read this blog post https://csorianognome.wordpress.com/2017/12/21/nautilus-desktop-plans/
