Topic can't be selected and copied

I know a similar bug has been discussed (709889), but I think the topic should be selected and copied generally, not only URLs. I'm on several channels where people sign up by adding their names to the topic. In Polari, you have to rewrite the whole topic manually which is really a showstopper. Something like a button on the headerbar which would show a popover with a text field pre-filled with the current topic ready for editing or selecting would be great.
Or maybe an item like "Edit channel topic" in the app-menu?

The patch is identical to the one in bug 759789, so the comment from there applies as well - making the topic selectable interferes significantly with titlebar operations ...

How about making the output of the /topic command selectable? (and maybe increasing a bit the notification timeout: 3 seconds is really too fast, even for reading the /help command)

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
