Respect the BASE tag (was: Some links in email are relative, not absolute, paths)

In the new email I'm now receiving from the updated Bugzilla, some of the hyperlinks are relative instead of absolute paths. For example, if I click on a bug # linked in the comment itself (i.e. using "bug #442398" syntax) or a link to a duplicate bug (i.e. "This bug has been marked as a duplicate of bug #442398"), the link in the email is to [show_bug.cgi/?id=442398], which obviously doesn't resolve.
Seems fine in this email? I assume this is in the HTML email right? testing: bug 163163
Ah, HTML contains: <base href="https://bugzilla.gnome.org/" /> What email client?

Reason #172 HTML email is evil: Who uses that tag? I mean, really!
This might be one more argument for using IFRAMEs (bug #731532).

This was fixed when we switched to using per-message web views in Bug 765516.
