The rotation lock button uses a rotate icon, so a reasonable user would expect it to rotate the screen once when pressed.

I guess, if a better icon is even possible (I have no idea what it should look like). But there are so many questions about this button on Google+ that it's clear the current icon isn't working.

While the attached icon may or may not be clearer, it's worth noting the rotation arrow + lock is a metaphor that is used on the mobile platforms are will become widely known.
