Add a tooltip description for the gear menu

Gear menu (the general menu) is missing tooltip description. It's the only one menu in gedit which does not have any. It should be there to be consistent and as it can be used for testing purposes.

This is a trivial fix. Attached patch is applicable to gedit git master.
