Currently, both the documentation and the UI fail to inform/instruct the user how one can get pictures to get indexed and displayed. 

When search is disabled or contains no enabled folders, Photo displays the following text in the "Recent" tab:
"No photos found.\nYou can add your online accounts in Settings".

That should be something like:
"No photos found.\nMake sure pictures are found in your local folders (configurable through "Settings > Search") or online accounts (configurable through "Settings > Online accounts").

When no photos are found, the Albums tab shows:
"No albums found.\nName your first album". 
That should be something like:
"No albums or photos found.\nTo use albums, first make sure pictures are found in your local folders (configurable through "Settings > Search") or online accounts (configurable through "Settings > Online accounts").


The help page "View images" states:

"When Photos is opened, you will see the Recent tab open. The Recent tab contains images from your computer, the Albums tab contains your photo albums, and any image you mark as a favourite can be found in the Favorites tab."

Something like the following should be added:
"Photos looks for images in local folders (configurable through "Settings > Search") and/or online accounts (configurable through "Settings > Online accounts")."

Since the UI changes are covered by bug 725623, let's re-purpose this one to fix the user help.

Note that https://wiki.gnome.org/Apps/Photos/Debugging contains some text on the underlying technical details that can be useful when updating the documentation.
