Menu panel is not movable

For some reason, it is impossible to move the menu panel away from the top edge of the screen. I'm not sure if it is like this by design or because of a bug, but either way it is a bad thing. I really like the functionality of the menu panel, but I hate having panels along the top of the screen. This inflexibility drives me crazy.
This is really an enhancement, not a bug. At least, very borderline :)
Just another reason to get rid of it all together.
I agree that the menu panel should be dropped and its features should be merged into the regular panel (as applets perhaps?). That is not going to happen before Gnome 2.0, though, and is way beyond the scope of this bug. It would be best to concentrate on little improvements like this one right now, I think.
What exactly are the features for which this top panel is needed ? I have (in gnome 2 beta 3) a menu applet that contains all the features I need. It looks like the top panel is using the same code as that menu applet (apart from different Actions menus, what's up with that ???). What exactly is blocking a "don't show this panel" option ? What hidden functionality is there ?
There is still one way the menu panel is better than the normal panel. The menu panel does not put insensitive space along the edge of the screen. In the regular edge panel, mouse clicks on the edge of the screen are not passed on to the applet that occupies that area of the panel. For a discussion on this problem, see bug 73074. If that bug is fixed, then I see no reason to keep a special menu panel.
