See screenshot : on a 1024*600 screen (I know, it's small), app icons in overview are small, and the left and right columns are a loose of space.

I agree that the icons are too small here. Also, the grid seems squashed into the center of the screen.

Perhaps we should reduce the number of rows in cases like this?

It needs to be squashed so the folder popover have place to show. We can adjust paddings or take a different design approach there tho.
To see what I mean, open the a folder and you will see that the top padding inside the popover is actually the same padding as the padding you are seeing without the popover.
If we reduce top and bottom padding on the popovers, the grid will be misaligned. the only solution is do what macosx does; 4 px padding on the bottom and top and the current row is moved to the bottom 8 px to compensate.

As a design, I'm not sure it would very good only three rows. Maybe there's too much big elements there? The search bar and the switch between views.

GNOME is going to shut down bugzilla.gnome.org in favor of  gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow

and create a new ticket at
  https://gitlab.gnome.org/GNOME/gnome-shell/-/issues/
