gnome-control-center allows starting real AP Hotspot. But it generates settings automatically with using WEP encryption. There is no way to change them, for example SSID or password.
nm-connection-editor supports infrastructure and adhoc modes only. It can be easily extended to support AP mode too.

On Fedora it looks like you might be able to edit /etc/sysconfig/network-scripts/ifcfg-Hotspot ...

though obviously this doesn't remove the need for a UI.
