Original description:

If you select a conversation in one account, Geary lets you try to drag it
into a folder on another account. We don't currently want to support dragging
and dropping conversations between accounts, so we should disable drag and
drop targeting of folders on other accounts.

As a side note, the current behavior will appear to let the drag and drop
succeed, but when you re-open the folder, the message is back, and was never
put in the other folder. Perhaps fixing this sub-issue would be a good
starting point to attack the DnD targeting problem.
